Dear Community Member:
A strong indicator of the success of any organization is the amount of time and energy allotted to planning. Long-Range Strategic Planning is one form of planning that involves all the stakeholders in the educational process. Our organization, the Hampton Township School District, is a Preschool through grade six school district located in the township of Hampton, Sussex County, New Jersey. It has always been known for its fine planning. During the 2006-2007 school year, a broad base of representatives from the educational community developed a Long-Range Strategic Plan that establishes a blueprint for the organization. This plan is both fixed and fluid. It will serve as a guide as we continue the important work of improving student achievement. The plan will be reviewed each year for the purpose of providing ongoing improvements. Our goals have been developed in the following action plans:

· Personnel Action Plan
The document that follows represents over a year’s worth of work, and the Board of Education will pursue the attainability of the elements of this plan over the next three to five years.
The responsibility for the success of this plan lies with the community, the administration, and the teaching staff. Excellent teaching staff, accompanied by meaningful learning strategies, is a trademark of the Hampton Township School District. The administration and staff are confident that the strategies and the action steps in this plan will equip the children of Hampton with the skills to be successful adults.
It is with great pleasure that I share our goals stated within this document with the entire community of Hampton Township. I would also like to acknowledge the New Jersey Association of School Administrators, for without their financial and personnel support, this endeavor would not have been possible.
Our school district looks forward to reporting our progress in achieving these goals at our Board of Education meetings. Thank you for your continued support and assistance as we strive to make Hampton Township School District the best elementary school district that it can be.

Strategic Planning Process
Executive Summary
Overview
The Hampton Township School District began researching the concept of strategic planning in 2004. Mr. Bill Cook, a specialist in the presentation of, and procedures regarding strategic planning, was contacted regarding the process of strategic planning. Mr. Cook is from the Cambridge Group which is located in Montgomery, Alabama. With the support of the Hampton Township Board of Education through a scholarship awarded by the New Jersey Association of School Administrators (NJASA), the Hampton Township School District was identified as a pilot district for strategic planning at no cost to the district. Key to an effective strategic plan is the input of school and community stakeholders to the process.
A meeting was arranged with these stakeholders on October 9th of 2006 as Dr. Virgil Johnson presented the purpose and direction of the implementation of the strategic planning process. Attendees then volunteered to participate on one or more committees to gather and analyze information. The Internal Research Committee compiled strengths and needs of the Marian Emmons McKeown Elementary School, and the External Research Committee gathered pertinent information regarding Hampton Township. Both of these committees composed comprehensive reports detailing their findings.
These reports were then distributed to the Planning Committee which was comprised of thirty-two members consisting of school staff, Board members, parents, students, local business personnel, and local seniors. The Planning Committee met at Sussex County Community College on January 13th and 14th and revisited the District’s Mission Statement, beliefs, parameters, district strengths and limitations, discussed critical issues, developed objectives and strategies.
Next, Action Teams were formed to develop plans without limitations based on achieving the set goals of the collaborative work by the Planning Committee. The completed Action Plans from the Curriculum, Personnel, and Facilities Action Teams were then shared with and reviewed by the Planning Committee.
Administration will make any necessary decisions regarding prioritizing Strategic Plan Goals, and each plan will be appropriately adjusted. The finalized Strategic Plan will then be presented to the Hampton Township Board of Education. This plan will then be officially approved by the Hampton Township Board of Education on May 23, 2007.

The mission of the Marian Emmons McKeown School, Hampton Township’s progressive, family oriented, learning community in the “Heartland of Sussex County”, is to provide each child with varied educational experiences, while emphasizing individual student academic growth, through community support, in a safe, nurturing, and stimulating environment in order to develop life-long learners who are productive citizens.

Conclusion
The Strategic Planning process was a great opportunity to work collaboratively as a community to further improve the Marian E. McKeown Elementary School as we move our students, programs, and school into the future. The eager participation by the community stakeholders, throughout the entire progression of the plan, has truly made this process a successful endeavor. The time and efforts volunteered by the participants are greatly appreciated and a testament to what fantastic things can occur when a community works for a common goal. These efforts, given to the process from the beginning to the end, will undoubtedly be a benefit to the programs at the Marian Emmons McKeown Elementary School, but more importantly, to the students!
